TS 42 / TS 43 - A new framework for ensuring competence in fields of concrete is soon to be official

TS 42 / TS43 - A new framework for ensuring the right competence in fields of concrete is soon to be official - Affecting future class 1 and class 2 certifications


A new framework issued by the The Swedish institute for standards (SIS) for staff engaged in manufacturing of concrete elements, production of fresh concrete and concrete casting on site is soon out for referral


In Sweden there is a possibility for clients to set up demands for proven competence within fields related to concrete, as a part of request documents for casted concrete as well as part of demands in certification schemes in element and fresh concrete production.


This has also been possible in the past, in that case by referring to reports issued by the Swedish Concrete Association, but this has changed. The Swedish institute for standards (SIS) have decided based on the principles of not referring normative to third party documents, which has been the case previously, to remove such referral. This approach have been implemented in the Swedish standards 137003:2021 (Concrete - Application of SS-EN 206:2013+A2:2021 in Sweden). 137003 is one of three major Swedish standards within concrete, followed by 137005 (Prefab) 137006 (casting on site)


In order to ensure the future possibility to set up demands for proven knowledge and competence a new framework has been created. This framework has been developed as a part of the work within the Technical committee 190 as a part of SIS. The result is at hand, two technical specifications (TS) that are now ready to be reviewed by the full committee after substantial work in working groups.


Peter Bergermark CEO of Blendify Learning AB as well as member of the committee states:


“This is a great achievement by the members in TK190 and SIS to incorporate a national association-based qualification framework into a TS and in the same way allow certification bodies to adopt and offer services in relation to the stated requirement” This will open up for market competition as well as new opportunities to engage in the matter for future development in an open and transparent way. Hopefully this could also mean an international future for this framework, since it is one of a kind.”


The documents in focus:

  • TS 42 - Concrete – Training in production of ready-mixed concrete and production control according to SS 137003 – Requirements on training and suppliers of training

  • TS 43 Conformity assessment – Training in production of ready-mixed concrete and production control according to SIS/TS 42 – Certification scheme

The targeted time frame for these to be published is fall of 2023 followed by separate schemes for 137005 and 137006 or updates including precast as well as for fresh concrete production. The publication will be done jointly with updates of 137003, where new types of climate improved concrete qualities will be listed.


The picture above illustrates the relationship between the EN 206 (Concrete- Specification, performance, production and conformity) to the Swedish 137003 Concrete - Application of SS-EN 206:2013+A2:2021 in Sweden and the two new Technical specifications TS 42 and TS 43.

This process won't affect any validity of current courses offered in the market, but will eventually harmonize all actors with class 1 and class 2 offerings.
